hmm, for publicity, i think a posting on the main page of php.net/zend.com would be sufficient,
together with a post to php.* newsgroups.
this would ensure that only people intrested in php will be exposed to this list.

My humble suggestions

php.net/zend.com main page + active php.* newsgroups

could it be a new section? together with faq | support, etc
it could be catagorised with "success stories" or "case studies"

as in (b), we could set up a form on the page for people to fill in, and placed in a queue
(something like bugs.php.net) and wait for authorised personal to approve it(and maybe check the
language in the meantime), once approved, it'll show on the main evangelist page.
just some suggestions :)
