I would add this to your httpd.conf:
<Files "\.html">
php_value last_modified 1
</Files>
This will check the last modification time of the .html files parsed by
PHP and set both the Last-Modified and the ETag headers.
You could of course set it for everything parsed by PHP by leaving out the
<Files> </Files> tags, but you might want to have .php files not send
these and .html files send them. That's how I have done things in the
past to distinguish between stuff I wanted cached and stuff I didn't.
