I don't know of any existing code to help you connect with AIM, but if you're not scared away by having to do some research into the protocol being used, AIM is just a basic client/server application. Using PHP's socket functions, you could theoretically write your own AIM client. Making a stateless Web site interact with a client/server application like that would be tricky, but it would probably be a fairly simple task to allow someone to send an AIM message via a Web site. Receiving messages would require much more creativity.
If you're just looking for some built-in AIM communication functions of some sort, I'm not aware of any, so yes, this would be a "from scratch" effort, as far as I know.
