Windows PHP 4.0 Compile Problems

I am trying to compile PHP 4.0 on my Windows box using Visual C++ 6.0 since
I need to add my own custom functions for a port to Windows. I am following
the instructions found on the PHP web site at
http://www.php.net/version4/win32build.php
I have downloaded and installed
all of the necessary components, but everytime I go to build the project, at
the ZendTS portion of the build, I get the following errors:

From the command line, I am able to execute all of the Cygwin applications
(bison, flex, etc.) from my PHP source directories (the PATH variable is set
correctly), so I am at a loss as to where to continue. Has anyone else
encountered this problem?
I am trying to compile the source code from PHP 4.0.1pl2 on a Windows NT 4.0
machine. At this point I am only trying to compile the full release without
adding any new code of my own.
