That's because include() doesn't get via HTTP...you should first use
something like fopen():
$file = fopen("http://www.domain.com/stuff/news.shtml",
"r");
include("$file");
Read the Manual...more specifically:
http://www.php.net/manual/features.remote-files.php
http://www.php.net/manual/function.include.php
