If the active user is accessing static or dynamic content on a site you could
insert the URL or page id into a file or database and generate the passive
user's webpage dynamically using a meta refresh to reload the page periodically
and generate the output by looking up the data from the file or database.

So, you want the passive users (audience) to be able to see what the active user
is typing *as* he is typing it? Since webpages are sent via the HTTP protocol
and it's not interactive, that really won't work. If you can live with the
active user periodically submitting data to the website then this can easily be
done. This seems kind of clunky though. You might be better off looking at more
technology. All you really need is a PC with a wireless mouse and keyboard for
the active user and a big monitor or projection system hooked up to it. I don't
know enough details about what you're attempting so that might not work, but
this seems more like a hardware issue than something that needs to be
programmed.
