try doing full stop of mysql and httpd
in other words do not do a "restart"
then, start /etc/rc.d/init.d/mysql start -h somehost
then, start /etc/rc.d/init.d/httpd start -S
1. full shutdown of both
2. THEN start mysql PRIOR to httpd
