If it's being done on the client side, it's nothing specific to MS, unless
it's using IE-only client scripting to do this. There's nothing
you can do on the client side that IIS is required for - IIS may make
things EASIER than another webserver/server-side script, but nothing
is impossible.
Having said that, do you have examples of what your friend was
showing you? It sounds an awful lot like DHTML and/or javascript
effects.
