Try './configure --with-apxs --with-mysql --with-enable-asp-tags'. Also, if
your MySQL installation is in a non-standard directory, then you'll have to
specify it: '--with-mysql=/path/to/mysql/libs'

Just to confirm that I have done this right :-)
I used the
$ ./configure -with-apxs -with-mysql -with-enable-asp-tags
But the phpinfo() says that
asp_tags
Local Off Master Off
