According to:
http://lxr.php.net/source/php4/ext/standard/filestat.c#324
it won't compile unless there is a chmod() function defined in one
of the windoes libaraies.
The writers have omitted an "ifndef WINDOWS" around the chmod
function.
The manual says (http://www.php.net/manual/function.chmod.php)
"Note: This function does not work on Windows systems"
