Well I am using smarty.php.net just now and I have used my own template engine. Smarty is really good if you work with designers who can understand the smarty code as they can update the design with out us coders changing the real stuff. I have also used phplib but only briefly and smarty is 10 times faster. If you are going to use smarty or any templat engine i would recomend getting php accelerator as it increases performnce visably.
