Phone Script

Hello I am trying to create a webpage which is an interface for my pager. The purpose of this page, would be that someone will enter their number on the webpage, and then it will send to a (Perl) script (hopefully in PHP, though) and then the script will connect through the telephone and dail my pager. I am trying to find more information about this but can't find anything just yet. If anybody knows where I can start my research or what keywords I should be searching under that would be greatly appreciated.
