can not create queue in the /var/spool/mqueue

I did really my best to send email from php or perl scripts,
without success.
The php or perl source is perfect and proven ones.
and I treated correctly with php3.ini or other settings.
Today I checked mail log file and found the follwing error,
Jun 7 21:06:34 ns sendmail[32353]: NOQUEUE: SYSERR(nobody): queuename:
Cannot create "qfVAA32353" in "/var/spool/mqueue" (euid=99): Permission
denied
I presumed that when I tried to send e-mail from the scripts (php or perl)
it fails to make queue file because the php or perl works as nobody.
How do I go around this big prob.?
To me, it's very important because we use form mails and other mail()
functions
frequently.
Pls. help me out of two weeks's long trouble!!
