I've never installed MySQL on Windows, but I believe the default port for MySQL
is 3306. Did you specify MySQL to run on port 80?

You can set the port # for MySQL when you configure it by using
the --with-tcp-port=port-number flag (at least on Linux).

You can run it on other ports besides port 80, but unless you tell everyone who
will be visiting your server's sites what port you changed it to they'll never
see them since they'll have to call http://host.domain.tld:XY/ (where XY is new
port number) instead of http://host.domain.tld/.
