A good place to start with PHP is at:

I use FreeBSD unix, but Windows 95 doesn't have security so users doesn't
matter. The directory could be read only, but it looks to me like you have
a typo in your code. The path has a trailing < sign. Anyway, I think it's
best to start simple so that you know where your trouble is so, cut the
sample code below and try it on your server. If it still doesn't work, look
at http://www.apache.org
