php servlets

I've compiled php (4.0.1pl2) --with-java and --with-servlet on my
Caldera Linux machine. The problem comes when i try to run a test php
script under my servlet engine Enhydra. There is a 500 internal error
that looks like this:

The only other piece of info i have is what the stderr of the servlet
engine says, it says
"Unsuported encoding: ANSI_X3.4-1968 "
whenever I hit a php page.
Why would the native method bailout? Here is the native code i tracked
down in servlet.c, but i don't know what it means.
