The load is not the same, because now httpd probably has to read through
.html files looking for <?php, <? or <% characters depending on your
configuration. But whether or not you'll notice the difference is another
story.
In my experience with both lightly loaded (ten thousand http requests per
day) and fairly heavily loaded servers (~5 million http requests per day),
telling Php to parse .html files as well as .php has not caused any
problems, nor noticeably increased load.
Maybe you can give it a test and just turn it off if you think it caused
negative impact?

If all of the html files on a site were PHP files, would it put an extra
load an Apache Server with the PHP module for having to process all of the
files? Say if you wanted to use a PHP header and footer on every html page.
Or is the work load almost the same for plain html files and PHP files with
simple includes or print commands?
