MySQL, PostGreSQL or mSQL????

Hello!
I am designing a model under Linux/PHP with MySQL at the moment for a
internship. But I'd like to ask you about other open source databases like
PostGreSQL and mSQL:
- which one is the more ANSI SQL 92 compliant? and ODBC SQL compliant? For
example, I'd like to make subqueries like "SELECT * FROM table1 WHERE SELECT *
FROM table2" which is currently not implemented in MySQL and quite annoying.
- are the other databases also supported by PHP as well as MySQL?
- do the other databases support CHARSET ?
