The difference is, the output doesn't need to be buffered if the user has
cookies enabled (the bug doesn't happen when the sid is passed as a
cookie).
There doesn't appear to be any documentation on the output buffering. Is
there any way to do an incremental flush? Rather than just one big flush
at the end?
