Have you tried doing
--with-sybase=/usr/local/sybase (or whatever the path to sybase is?)
I think you can set the $SYBASE environment variable as well to help it
along. I know you need to do this for some packages - maybe PHP as well?
(export SYBASE=/whatever/path)
