file permission

to all,
i have a big problem about file permission.
When i upload file into /tmp directory.The Owner is "nobody" and the
group is "nobody" too and i 'd like to change the uploaded file
permission but i cannot! (because i'm a general user not super user)
how can i change my uploaded file permission?
my program is the forum that allow member to upload their images file
when posting.If someone upload filename "a.jpg" and the other upload
filename "a.jpg" too (same name not same image).It 'll replace exist
a.jpg. That's my all problem. Any idea to solve them?
