You have two options:
1) rebuild PHP as a CGI (I.E. a standalone excutable)
and do:
# php -q scriptname
or
2) use some sort of text based browser... such as LYNX
So you could do:
# lynx http://localhost/path/to/your/script
and add that to a cron script so you don't have to run it yourself...
