A straight forward compile will dump stuff in /usr/local... If you have configured with the --prefix=PATH flag, then you have to tell php's configure what that PATH is as well. There is a good chance idban's initial compile (with just --with-gd) works because it's looking at standard places for the library, and finding them in /usr/lib. And when given the PATH, it doesn't, probably because that's not they're actually installed. Now, another issue to keep in mind: your ld path. If you don't tell ld that you have libraries installed in other places but whatever the default is, it'll never use those libraries either. For people installing libraries in places other than /lib, /usr/lib and /usr/X11R6/lib, you might want to tell ld about it. I *think* all linux distributions have a file /etc/ld.so.conf - like I said, I *THINK*. Edit that file and add your other paths to it, for example /usr/local/lib and /usr/local/BerkeleyDB/lib (if you didn't do a custom BerkeleyDB install) and /usr/local/bind/lib (if you installed bind8.x.x and again didn't do a custom install). Don't forget to re-run /sbin/ldconfig after that.
