To hazard a guess, you're looking at this in a browser. Check out View
Source, and you should find that it's working perfectly--your browser
is simply interpreting the '<' to mean that a tag is starting, and
since it doesn't understand the tag '<seller@hotmail.com>', it's
(quite properly) ignoring it.
Try changing the last line to:
echo htmlspecialchars($header);
...and it should work.
