problems with exec command

Hey all,
I recently had problems working out how to run an exec command or something
similar. I came up with:
system("keygen $mac", $res);
print "$res<br>";
which worked fine on my test machine: win98se, apache, php, mysql
when i upload it to the live machine which is Win2k, IIS, php
it won't output what i want it to. all the permissions are set to 755
I've tried it on 777 as well, made no difference.
Any help?
