"<?" opens a php block. Then the PHP interpreter attempts to parse "xml
version="1.0" encoding="UTF-8""
try
<? echo ('<?xml version="1.0" encoding="UTF-8"?>' .
"\r\n"); ?>
or turning short tags off.
