AFAIK, PHP isn't good for handling incoming mail. You can use procmail to
direct mail to various PHP scripts, but I think this is not a very
efficient method.
Here's how I solved a similar problem. My host offers plusmail, which is
some stupid proprietary non-configurable mail-handling app. The way it
handles forwarding is through a file called redirect. Whenever the
database of user e-mail addresses is changed, my PHP scripts will update
that redirect file.
