Another way than cron?

My ISP inform me that they don´t have PHP compiled as a standalone binary
executable, they have php available as a Web scripting language through the
web server.
On this way I can´t trigger a script every hour with cron how I thought.
Another way to execute a script every hour? or
Where can I find information how to execute a process at the same time a
user call a Web page? Multiprocess or Multitread
