I'm pretty sure that php's mail function relies on an smtp mail server to be running on
the same server it is running on. ie. get a smtp daemon for that windows box. smtp servers are not
complicated beasts. if your php was running on a unix box you'd have qmail, sendmail, postfix,
zmailer, smail, to name a few at your disposal. but windows i don't know. try mdaemon?
