I don't think so. But if it's turned off, it doesn't matter if you put
it in.
If you want to devide between JavaScript on and of you can use
<SCRIPT Language="JavaScript">
[Put here the code to be executed when JavaScript is on]
</SCRIPT>
<NOSCRIPT>
[Put here the code to be executed when JavaScript is off]
</NOSCRIPT>
