I really don't think so because the browser never see php (it's SERVER side). You need a client-side script, such as javascript. If you're not to keen on building one, there are plently already written. Just search some of the javascript source sites, such as javascript.com

I was wondering if there is a way to create say a clock, which would continue ticking along as the seconds pass.
