Answers:
1). If you can learn C, you can sure as hell learn PHP quickily. It's not
tough at all.
2). You can write to any type of files using a combination of fopen() and
fputs(). You can also read from HTML files.
3). PHP's fun, easy to learn, and doesn't take much time to write. So it'd
be worth your time to learn.
