Shouldn't the "with-jpeg-dir" point to the jpeg library rather than the GD
lib as in "...--with-jpeg-dir=../jpeg-6b" rather than
"...--with-jpeg-dir=../gd-1.8.3"?
Secondly, it's not obvious without reading GD's readme.txt closely but you
must make a few modifications to the Makefile to compile GD with jpeg
support. Fortunately, the comments within Makefile should be all you need
to determine the appropriate changes.
Finally, take my advice "with a grain of salt" as I've not yet been able to
successfully compile PHP with jpeg support.
