The way I understand it from a couple of Rasmus posts a year or so ago,
.htaccess can be a bit slower than configuring apache via the httpd.conf
file, as Apache is always looking for them. Of course, using .htaccess is
convenient and sometimes the best way for dynamic and user-defined
directives. But if you don't have a ton of users or it doesn't take long,
you can put the directive in a VirtualHost section of httpd.conf, too.
