PHP is so fast it really doesn't matter. Just pick the one you like better.
I prefer:
<HTML>
<TITLE>This is a title</TITLE>
<BODY>
<? $i=5+5; $j=$i/2; ?>
The Result of 5+5 is <?=$i?> and <?=$i?> diveded by 2 is
<?=$j?>
</BODY>
</HTML>
It's easier for programmers and designers to read.
