Well, I can pull it directly and the include itself isn't giving me any errors.
As a matter of fact, if I don't call the function but just have the include
in there then I don't get any errors (or any useful behaviour). I tried the
full path name or even a relative path and it seems to work fine as long as I
don't use a URL. The weird thing is I can specify the URL directly from the
browser and it works fine.

Yep, both it and all the directories are world readable
