mv filename.html filename.php
is a pretty good start. About the only thing I've found that php can't
handle when you move a .html file over to .php is SSI. Apache manages
SSI and that does not happen for .php files.
I have not seen anything to automatically update SSI in a .html files
to the equivallent php, but they are usually pretty easy. Key things
