PHP won't load?

Trying to open any sort of PHP file returns an error such as:
Warning: Failed opening '/home/httpd/html/phpinfo.php' for inclusion
(include_path='.:/usr/local/lib/php') in Unknown on line 0
Apache is not configured at any point to look in /usr/local/lib/php so I'm
assuming this is a PHP error. This seems to have sprouted from recompiling
Apache and PHP w/ SSL support but even after erasing the config.cache and
doing just a bare compile of PHP it still gives this error. Any
suggestions?
