In the user comments in the manual on this page: http://www.php.net/manual/function.htmlspecialchars.php one says: The optional second parameter for this function is currently (Sept. 12, 2000) only available if you have compiled PHP from the most recent PHP source code (which can be checked out of the php CVS repository - see http://cvs.php.net).
