This depends entirely on the architecture of your php and the type of connections that your db supports. E.g. intelligent use of cursors and persistent connections will allow you to pull chunks of data in for each user. At that point you only have to allow for x number of concurrent users as they hit the page. So if your site runs 1000 concurrent users, you prob. will have only 10-25 concurrent database connections.
