No hard-and-fast formula, but you could rough something out: u = number concurrent users accessing a page. l = time in seconds needed to populate the page dynamically with database info for a user. s = time in seconds a user will spend the page d = concurrent database sessions (licenses) so d = u(l/s) e.g. 1 second needed to load the data for a page that an average of 100 users will stay on for 20 seconds means 5 database connections needed. You can further eliminate database calls by passing info from page to page in variables where the data is the same. This becomes especially important where the bulk of each page is database-driven, or even all of them. You would then pass session variables, etc from page to page instead of forcing a db call. e.g.,create an array for the navigation structures and other infrequently changing page objects, and read all those variables in only once for each session.
