Invalid range with rand()??????

I have a server I use for production:
Win 98
PHP 4.0.2
Xitami Web Server
And one for deployment:
Linux
PHP 4.0.2
Apache
I get the following message on a particular page on the production server, but not on the deployment
server:
Warning: rand(): Invalid range: 1000000000..1410065407 in
d:/sites/BackCareCenter/RDI_Shop/shop_checkout.php on line 56
Any idea why? I have looked around the php.ini file, and I don't see a variable to set for the
rand() function.
