the hard way:
visit each page on your site, view the page source (outputted HTML, no
php), copy it, paste it, save the file.
do this hundreds of times.
do a search and replace for all .php3 extensions within the site and
change them to .html files, and you'll have to use relative directories.

depending on how large your site is, it may just be easier to do the
above (hard way)... because writing a program to do this will not be
easy, although not out of the question... i believe you'd have to have
500+ pages before this is effective use of your time though.
