PHP MySQL

I am looking for someone to set up a MySQL data base and connect a few PHP scripts to it. I need the following. Secure Transactions will be processed on server. All CC numbers will be stored on server. A secure Certificate will be added to the config. We need some kind of encryption to store the CC numbers and client info. We need a web based interface simular to GenericDB for ASP severs. Automated reminder email system that will send clients an email when recuring billing option is picked. PHP webform to take clients info and verify CC info. CC Address Verification Etc... Etc.... Please send me prices, and or any other info needed. Thank you Randall
