.dll files are only for windows. do you want to install the extension at the root level (available to all users) or at the user level? At the root level you need line: extension=tidy.so or extension=php_tidy.dll depending on your platform. Also make sure that the extension is in extension_dir (check php.ini). Then restart the webserver.
