In my opinion - no.
But would postgres be? no.
You might consider putting the actual images on the filesystem with reiserfs
or some other new filesystem that can handle directories with 20K entries
easily, and storing the filenames in the database. That's what I'd do, given
your description.
MySQL itself does not have a limit on tablesize, but linux has - if you use
default ext2.
Using the filesystem has, as far as I can see, nothing but advantages :)
