Executing Script Outside httpd Document Tree

I am unable to execute php scripts that are outside my httpd document tree.
I can include() php files, however; I just can't execute them.
I've configured httpd (apache) as follows:
Alias /php/ /home/httpd/php/

# "@@ServerRoot@@/cgi-bin" should be changed to whatever your
ScriptAliased
# CGI directory exists, if you have that configured.

AllowOverride None
Options ExecCGI

I thought this would be sufficient, but obviously not.
So how do I set up an "php executables" directory outside of the httpd
document root?
