I'm not sure if you can get files by running this:
fopen("https://domain.com/file.tar.gz");
But you can certainly use this :
exec("/path/to/lynx https://domain.com/file.tar.gz");
Or even
exec("/path/to/wget https://domain.com/file.tar.gz");
