did you mean this:
if ($value != '206.20.254.3')
echo '$var='.$value.'<BR>';
imagine that you want do something with the user who's IP is 206.20.254.3
then why not use this:
if ($ip == '206.20.254.3')
echo 'hey '.$ip.' Go To Hell!';
else
echo 'well, you don't look like '.$ip.' so you can continue';
this is as far as I understood your "quick question"....
