If compiling PHP as a CGI is impossible for some reason, you could use
wget or lynx -dump to get the URL, or even write another PHP page to surf
to your first PHP page and fopen it and then write it out...
The PHP CGI will be way faster, and far less resource-intensive though, so
try to do that if at all possible.
